Malefici make up 27.5% of all Magi, the magic users of Eldunary. The group includes every magic user who is neither a Runestone, who can only use their power through a runestone, weapon, or item, nor a Meta, who is born with a single innate power. Malefici need no tool and can cast anything, but they are usually weaker than magic users who work through a tool. Scarlets and Hell Malefici are the exception: they can be far stronger than other Magi. Malefici fall into three groups. Mages, 49.5% of Malefici (about 13.6% of all Magi), are the base form. They can cast any spell or enchantment but cannot use dark magic. They are weaker than Metas and Runestones, but where a Meta has only one power, a Mage can cast anything, and Mages can train to grow stronger. Dark Malefici, another 49.5% (about 13.6% of all Magi), can do everything a Mage can and also use dark magic, which deals with the dead and is open only to certain Malefici. Most of them, 98% of Dark Malefici, practice Pure Dark Magic, which can bring the dead back to life or possess others. The remaining 2% practice Hell Magic, a more powerful form of dark magic. It can summon demons and other creatures from Hell, a real dimension separate from Eldunary, and greatly strengthen the user. Scarlets, only 1% of Malefici (0.275% of all Magi), are named for the scarlet color of their magic. It is unstable and extremely strong, can run out of control, and releases blasts of energy that can destroy anything. Famous Malefici include the Scarlets Anton and Azaraith, the former ruler of Fodon’s Magic District; Varnokh, the former ruler of Fodon’s Death District, who used Pure Dark Magic; Velho, the former Master of Magic, who used Hell Magic; and Lucifer, #6 of the criminal organization the Arashi, who is a Mage. Berserk, #2 of the Arashi, made a pact with a being from Hell in exchange for power. Like all magic users, Malefici are overseen by each kingdom’s official Magic Society, and the societies work with Butterfly, an organization of the most powerful Metas. In the Goldhelm Kingdom, all magic, including Malefici, is banned and punishable by public execution.
